Following ISU Communication 2804 on the participation of skaters affiliated with ISU Members in Russia and Belarus as Individual Neutral Athletes (AIN), the International Skating Union (ISU) can confirm that 234 individuals have submitted neutrality forms in connection with potential participation in ISU Events and International Competitions during the 2026/27 season.

AIN eligibility is assessed individually, on the basis of the applicable criteria and available evidence. An individual is presumed eligible unless the ISU determines that one or more of the applicable ineligibility criteria is met. 

A skater or member of athlete support personnel is not eligible to participate as AIN where they:

1. are in active service with the armed forces or a national security agency of Russia or Belarus; 
2. have, at any time since February 2022, taken active part in military operations in the war against Ukraine; or 
3. have, at any time since February 2022, actively and publicly supported that war.

Following individual eligibility assessments, the ISU has determined that Mark Kondratiuk and Kamila Valieva no longer satisfy the requirements to participate as Individual Neutral Athletes. 

The ISU has also determined that Alexandra Stepanova and Ivan Bukin do not satisfy the requirements to participate as Individual Neutral Athletes and are not eligible to participate in ISU Events or International Competitions as AIN. Each determination is subject to the applicable appeal rights under the ISU Constitution and Regulations.

The ISU will not comment further on individual cases while any applicable appeal rights remain available.
